feat(home): 重构首页为 2×2 卡片，新增导航与备案 footer

- 四张分流卡片改为 2×2 小卡片（图标+标题+描述+CTA）
- 顶部导航：左 logo（深色副本 wikipali_logo_dark.svg）、右「进入旧版」+ 语言切换
- footer：版权 + ICP 备案号 + 公安备案号
- i18n：新增 legacy 文案，library CTA 改为「我要读经」
